I have the same problem, except that in Phoenix, once it gets over 110, you
don't notice it anymore.
Probably need to replace the baffles which are connected to the air flow
valve.

Subject: Vanagon leaks heat...
I have had a problem with my 1984 Westy leaking heat
out of the vents.
I have all of the controls set to off... But, some
heat still escapes. It is not a big problem in the winter,
but in the summer it can be unbearable in 90 degree
temperatures. Also,
Has anyone had a similar problem or know of a
solution. Could it be as easy as just adjusting the flaps
or replacing a seal? I have been busy fixing other
pressing problems till now, but I would like to fix it
before warm weather sets in.
TIA,
