My son has dual citizenship since my Wife is Canadian and he was born here in Georgia. The answer for such round-arounds from INS, Social Security Admin., etc., is to call your local congressman. Mine here in Georgia (Saxby Chambliss) was of tremendous help in clearing the red tape in dealing with the INS in getting my Wife and her two sons into the US on a fiance visa, and then getting the green cards for them.
