On European hitches, the way the ball attaches to the hitch is different
from here.  The ball itself is the same as any U.S. 2" ball, so this has
nothing to do with how you attach your trailer.  As long as your trailer
takes a 2" ball (most do, but a few light-duty ones take 1-7/8") what is
included is all you will need.  (And as was noted, you could always modify
it into a receiver hitch down the road, and thereby use anything you
wanted.)  All I'm saying is that you couldn't buy a U.S. 1-7/8" ball and
bolt it right onto the hitch because the mounting method is different.
