I dont think $3500 is a bargain for a 13 year old van.
I bought my '87 Wolfsburg with a newly rebuilt engine and trans for
$4300.
You are looking at spending $3500 plus possibly thousands in repairs if
the engine or trans needs work.
$3500 is ok if it needs NOTHING. You need a repair history and a
detailed and full mechanical inspection.
