I tried this on the exhaust of  my Suzuki Samurai several years ago, as
I couldn't stand looking at the rusted exhaust pipe....

What happens is the metal still rusts underneath, and then peels off in
layers.  Cosmetically for short term it may be ok, but it isn't saving
your exhaust system.

Reality is, stainless is the only way to go.
