As a counterpoint,

here in Manitoba, my 84 Westy costs almost $900 with a measly 200K liability
and collision. I have MERIT points on my license, and no claims at all for
24 years!

But we have only one insurance company here - our gov't one. Can't sue
either - a big $2000 payment if you loose an arm or eye.
