My 1988 Wolfsburg came with four keys.

2 for all locks but glove box: ignition, all doors and gas cap.

(When the seal on my gas cap went, I had to buy a new cap. I took the seal off the new cap and put it on my orginal cap because I did not want to have a seperate gas key.  I tried to move the old lock to the new cap, but they were made different and it would not work.)
