I had a similar problem on my 80 westy.  Went to the local fabric store (FLFS)
and bought a
long length of velcro (both pieces - hooks and loops).  With my wife sitting in
the luggage rack
and me inside, we passed a needle back and forth sewing on the velcro to the
fixed canvas.  I then sewed
the other part of the velcro to the flap portion.  Work great.  I did
permanently sew the screen canvas
so access to the luggage rack from inside is not possible.
