Here's the deal:

I took off my steering wheel to work on the ignition switch and light
switch.  Put everything back together and the horn does not work.  The
steering column is no longer a good ground.  If I jump a wire from the
steering column (or the nut holding the steering wheel on) to a ground, the
horn works fine.  I also worked fine before I removed the steering wheel.
What did I do?
