speedometers breaking is very common.  ive sold a bunch of used ones.   most
likely the speedo broke, and it was replaced w/ a used one w/ lower mileage.
i have a used speedo in my audi that says lower mileage than the car really
has.  if carfax says 113, then its prolly 113k.  if the van is in nice shape,
buy it.  its really not a big deal.
