If you look carefully at the lug holes, you'll notice that one set of 4 is
set in a slightly larger "circle" if you will. Wheel manufacturers have
done this so that they can make (and sell) one rim that will fit different
cars with different bolt patterns. Although you probably already noticed
that these particular rims were for 4 lug cars, not 5 lug cars.
