does the fuel filter mount between the fuel tank and the electric pump or does it mount after the fuel pump????

  Yes. And no.

  It depends on the year/model.

  Some have a prefilter (small square white box) before the fuel pump and the large canister after the fuel pump. My 90 Syncro has no prefilter... only the large canister filter after the fuel pump.
