More light coming out of a headlight is not always better.... the idea is to
get the light down on the road where you need it and not up where it will
blind on coming drivers and in bad weather reflect back into your eyes... If
the 'shroud' you refer to is what I think, then it's purpose to to achieve
the above and removing it would make overall visibility worse, not better
