1) Suppose the rear wiper washer nozzle activates and the wiper swipes 3
times but does not continue to operate intermittently? Is that a relay
problem or something else?

2) Who knows the P/N, source, and price for the variable timing wiper relay?
(The unit that allows one to set the timing interval?)
