I sand blasted out the rust, used rust converter, spread "bondo Hair over
the bare metal holes then i used bodo filler HAND-sanded, primed and painted
it. Hand-Sanding it sucked.

I should have done like Terry said to and cut out the rusted metal and
weld in new metal. Reason- My rust will come back.

Its a real pain to try sanding all this filler in such a hard to get to
area.
