Loretta,

If you're referring to the high/low beam lever then I would check your
ignition switch.  There are several items (I can't remember exactly
which, but I think they are on circuit "X" in the Bentley) that are
switched on/off by the ignition switch.  Pulling the switch back (as if
you're switching from high to low beams) activates a sort of fail-safe
mode that gives the lights power even if they are not connected through
the ignition switch.
