hi list,
since ive just dealt with the infamous shear bolts, i thought i would report my experience.  indeed they are easy to get out with a pair of vice grips, no drilling is needed.  (which by the way means they arent much of a theft protection system - even tho i personally believer this is their purpose).  im going to replace them with new ones i got at the local vw dealer, for a whopping sum of $7.92 for the pair, kind of expensive, i know, but worth peace of mind ...
