Hi Joe, What year van do you have? On my 85 the 02 sensor voltage sends out the default voltage signal of .5 volts till something ( temp 2 ? )tells the ecu it is ready for closed loop. Mine is obvious when it goes into closed loop, the .5 is switched to the real time 02 value and it cycles between .3 and .8 volt.
