Here is the situation

When the tank is filled, it pukes the token amount of
propane out onto the ground.  Then after some actual
LP is out it will blow a large quantity of non-liquid
propane out onto the ground, and won't stop until you
pop the reset button with a hammer...

Any suggestions?
