My '85 Wolfsburg Westy came with a removable dual voltage Domtec fridge that mounts behind the passenger seat and plugs in to the outlet you are looking at. Since the original battery was a VW/Audi and the compartment beneath the driver's seat is vented I assume the whole set up was factory installed.
