My 1980 Vanagon did not pass the emissions test.  The test consists of both
idle and 2500 rpm runs.  It was too high on both Carbon Monoxide and the
hydrocarbons.  Any suggestions?  Is there a way to correct/trick it so that
I can drive my Vanagon again?
