No. Both are&nbsp;Americans, yet obvious geographic differences have&nbsp;them see things differently, as identical twins in a family although genetically the same, aren't!&nbsp; So, don't call Quebec, France unless you think New Orleans is the same as France as well! &nbsp; </P>
