I have used POR-15 and can attest to it's ability to stop rust, but it must
be used with the strictest of caution... it is extremely toxic.  However,
another listmember has recommended a product called Coroless (sp?).  He/she
claimed it is better than POR-15.  I can't vouch for that since I have never
used it, but thought I would throw it out to the list.
