This is better known as the lack of Marvel Mystery oil syndrome.

Just kidding, but what we have here sounds like a stuck, or dirty
lifter, which could be easily rectified, by changing your oil and
substituting one quart of oil with one quart of Marvel.

It'll clean them bugger's up in no time, and be pretty much clack free.
