So, What's the third brake light for anyway?

Some years ago well intentioned folks added a third brake light to mail
trucks and found that they had fewer rear end collisions.  What was wrong
with this experiment?

1) The testers were biased ... they wanted to have fewer accidents.

2) They only demonstrated the "Syracuse effect": Change something
   and folks will notice.
