I suggest I the list rules you post as item #1 the following (or did you
already do that?):

Change your email setting to text only:
1. From Outlook Express, go to: Tools/Options/Send/
    a. Mail Sending Format > select "Plain Text"
    b. The click on Plain Text Settings, Under Message format
select "UNNICODE" this will unselect "MIME"
    C. Select "OK" then "Apply" and "OK" You are done.

Would this eliminate any confusion?
