I would check to see if you have vacuum at the booster.  The restrictor is
probably there to smooth out the vacuum supply to the booster.    Put a
gauge on the line at the booster.  It should be just slightly lower than
the reading at the manifold (allowing for some pressure drop across the
check valve).
