Here's what I did.  I ran some 1/2" tubular nylon (REI or local climbing
shop) around the holddowns on the rack and cinched it up just snug.  I use a
garden variety bunje net which has removable plastic hooks and set the hooks
in the net depending on the shape of the stuff in the bin.  The hooks then
hook onto the tubular nylon.
