I have a set of these brackets from Dave Marshall, but they will not work
with the fiberglass bumbpers.....   Please p-mail me if interested, first

VW used a sort of zigzag bend
bit of steel that attached to these holes (via threaded inserts) and it
zigzagged back and up between the bumper and body.

I bent my own bit of metal and used the outer most groups of three holes,
was able to access the inside of the bumper submount (from holes in the
bottom) so I did not need to use threaded inserts.

D. Marshall I thinks still sells the stock bits.
