I'd suggest you clamp off the inlet line and remove the fuel pump. Look for
brownish gunk clogging the inlet side. Fuel tank rust! After cleaning it
out install a generic inline filter upstream of the pump.

Other possibility - check for water (ice) in the fuel tank.
