HI, I had the same problem with my 85. I found that if I loosened the AFM tension spring about 10 notches my van no longer surges at idle. I still have not figured out why this would cause/not cause the surging at idle. I monitor my closed loop 02, and my computer is still able to adjust the fuel properly, even though my loosening the spring richened up the open loop fuel/air mix. Be careful if you adjust the spring tension. I found if I tightened mine it would hesitate 'just off of idle' when I was trying to drive off from a stop. Not a good thing at a busy intersection. So test your adjustments in a safe parking lot etc.......
