I cut some clear pvc tubing lengthwise I had lying around and put a
couple of pieces over the lip of the luggage carrier and that worked.
Would like a better looking option - perhaps, a longer length, centered
on the top would look better.

Some rattling isn't how I wouldn't noise, more like a huge dragon fly
about to descend on the van and devour it!
