Not really highway, but I'd have to vote for Tioga Pass Road, on the north
side of Yosemite Valley.  In the spring or early summer.  Stunning.

Locally I'd have to say Highway 1 north across the GG bridge, to Mendocino.
Camping just south of town, cool inlet for surfing, swimming, kayaking, etc.

Just south of Ft. Ross, CA.  Don't know the name, but there's a beach that
has 2-6" polished rocks instead of sand.  Makes an amazing sound every time
a wave comes in.  Clatter clatter clatter.
