Keep gently prying on the cover.  I suffered through six years of no
indicator before I finally got up the nerve to pry it up.

Others have reported to remove the whole cover from the carpet level.

I found the bulbs at a local import repair shop.  Cheap and lights up nicely
now in both my '91 Caravelle and the '87 Westy.
