There is a spray paint that works great.  Local FLAPS has it in several
shades from black to gray especially made for vinyl bumpers.  Clean it up
and paint it!

So what is the net.wisdom on keeping your bumpers black?  I recall a note a
week or so ago wherein the notable used some sort of chemical magic on his
gas filler insert.
