Harmonic balancers don't damp any vibrations that are noticeable.
They damp vibrations that cause stress cracks in the crankshaft due
to harmonics set up in the crank at idle due to power pulses from
cylinder pressure ("bang!") being transmitted to the crankshaft
pulley. (For a review of the power of destructive harmonics, do a net
search for "Tacoma Narrows Bridge".)

A balancer wouldn't change anything in how the engine behaves beyond
the microscopic level.
