intermittant was below "off".  And then there are the washers....

If I am not mistaken, it is a matter of "one click turns on, one more click
turns off"

That's how it is on my Golfs too.

I remember turning the cars off, just to get that intermittent wiper to
stop
wiping before I "figured it out".
