Well, half the mystery is solved.  The relay that is over warm is the x
relay.   It's not on the fuse block because its position is melted/wrecked
so it hangs free.

Put the new relay in.  wipers/heater blower still works with the key off but
the turn signals don't [didn't with the old relay either]  Maybe that's the
way it supposed to be?
