Same thing happened in my '87 Golf (I'm assuming you're talking of the fabric
 coming unglued from the actual headliner "cardboard")

The best thing is to glue it back using black or clear silicone, and to hold it
 there with needles while everything dries.

I did that and it's been glued there for the last 10 years.
