Let me ask what may be a silly question.  Moving air reduces pressure.  Since the air outside the van is moving, I would expect air to flow OUT of those rear vents when the van is moving.  Is it certain that they are intake vents?  Which direction is the air supposed to be flowing?  If out, scoops would be trying to reverse the flow.
