Hi Adam, The '86 & later Vanagon with A/C has a unique 3 speed radiator cooling fan function protected by the fuse box S1, 30A fuse. From your description, forget about relays & check the cooling fan resistor behind the left headight assembly for continuity. See Bentley Pgs. 97.140 & 97.141.
