1983.5  1.9 H2O

When windshield wiper selected to intermittent position,the wipers hesitate briefly at the top section and bottom section off the down stoke ,and I can hear the intermittent relay chatter at the same time.

I've replaced the intermittent relay,wiper motor,wiper arms and blades and wiper sitch assy on column.
Nothing in the archives.

Suggestions anyone?
