The wheel seems loose like a bad bearing, but its not that I just
replaces the bearings and the noise is still there.

I just discovered that the washer under the lock nut will go on about
three ways. If it is not into the DEEP slot it will tighten up with the
washer at an angle ............. it will appear tight and test tight when
no load is on it.
