My guess is that if you can manage to get the belt on... without loosening a
pivot joint, then the belt must have been too loose.

Cannot speak for the power steering pump, as I have not had to deal with
mine ever... but I just replaced an alternator, and know 100% that with
correct tightening and adjustment of the alternator... there will be no way
to get a belt on (nor allow a belt to slip off).
