Here's a thought.  Wire two 12 volt batteries in series.  Charge them
together with your 24 volt charging system, and run all your 24 volt stuff
off the pair.  To run your 12 volt stuff, you tap off the connection
between the two batteries.

I've heard of people doing this as a partial 12 volt conversion for a 6
volt car.  (Using two 6 volt batteries in series, of course.)

As for where you're going to get a 24 volt alternator to fit a Vanagon, I
have no idea. ;)
