That looks like a steering wheel for the Golf/Jetta/Passat for the circa
1990-1992 US models. You CAN fit those onto your Vanagon by using a spline
adapter made by VW. I'll put up a webpage one of these centuries to
illustrate this. Credits go to Sean Birkner or inspiring me to try this out.
