That is the oil breather tower, it doesn't have a
removable top, if the top does come off, it's broken.

The oil fill tube is in front of the rear license
plate holder. Fold the plate down and you will see the
"OEL" cap and the coolant overflow tank, which
hopefully, has some coolant in it.
