Greg, I have used POR-15 extensively, in fact I just got done
POR-15ing all the rust susceptible metal parts of two 1.9 engines yesterday,
and you do not need to use the tie-coat primer IF you apply the primer or
whatever next coat before the POR-15 has completely cured. Once the POR-15
has cured you must use either the tie-coat or lightly scuff the surface with
fine sandpaper or a 3M cloth. If your using the POR-15 on the engine tin you
do not need to top coat the POR-15. It is protection enough. POR-15 only
needs to be top coated if it is exposed to ulta-violet light, sunlight, which
only affects the shiny appearance not its protective qualities.
