Try California Import Parts, I've listed the URL below.  They're in the
Vancouver, BC, area and have warehouses on both sides of the border, so
whichever country you order from, you can avoid import duty.  They seem to
have a good amount of Vanagon parts.  I've shopped from them and been pretty
satisfied.  Don't the other good vendors on the list (busdepot, Vanagain,
Volkscafe) ship to Canada?
