"Test Only" is the only way to do the emissions check in Washington.
Contract test stations set up in those areas that require emissions
testing (only the major metropolitan area).  Never had a problem, roll
in, pay your money, roll out.  Testing criteria (dyno or no dyno) seems
to depend on year of the vehicle.
